No, because I know how bad of an idea this would be. The rest of the CPM will entirely agree with me on that. The CPM is vital to the life of the game, whether you get butthurt about forum answers you get or not. Less than 1% of the active playerbase votes for the CPM because less than 10% of the active playerbase uses the DUST forums like... ever. (And I'm probably being generous on my statistic.) Most people just log in and play the game, nothing more. It doesn't mean they don't care, or don't benefit from the CPM existing, they just don't know it exists.
If anything, this is a good cause to more heavily promote the CPM in-game. However, the voting percentage will always be a very small percentage of total players, as is the same with the CSM in EVE as well.

While the player community holds the privilege of selecting the CPM, it is CCP's responsibility to vet candidates for eligibility, monitor their performance as CPM members (as players are not adequately capable of determining this during a term), and removing CPM members should there be cause to. As players have no ability to gauge internal activity level of CPM members, it's borderline impossible for players to make an educated decision about the status of a sitting CPM.

While it's unfortunate that as of yet we have not gotten a summit, we thankfully have a really good working relationship particularly with CCP Rattati, so we've been able to get a lot done. However, there are definite perks to a summit, in being able to see some of the process at work, and have an actual sit-down meeting with the developers. It's actually probably the most helpful to have a summit early in the term, to set the plan in motion for the rest of the term.
As far as CPM0, you owe them more than you'll ever imagine. They were not prepared for the task that they faced, and they were put through 18 months of absolute concentrated stress. They went above and beyond the call of duty, even with some of the mistakes that were made. You seem to have a disjointed view that without CPM0 things would have been better, when in fact, things would have been
much, much worse.
And you probably owe me something too for entertaining your countless tirades and answering your questions honestly anyways. ;)
